Maricopa County Sheriff Joe Arpaio has developed an offbeat way of dealing with prisoners in a hot Phoenix, Arizona desert setting.

A May 12 New York Times article by David Carr reveals that since 1992 Arpaio came to national prominence on television, where his way of treating prisoners was revealed.  

His charges must wear pink underwear, eat green bologna, and live in a tent city under the glaring desert sun.

Both male and female juvenile gangs were transferred to this new facility in their underwear.  TV crews were on hand to capture this bizarre transfer from regular prisons to the tent city facility, which has a neon sign out front with a motel vacancy sign always on.
