Where you design your Ships before building them. An information icon on the bottom bar can be clicked to bring up some information about, and some recommendation on the use of, the ships sections currently on the screen. You can design ships during the tactical combat inter-turn phase if you are not involved with any battles. You will get kicked out of the design screen when a battle you are involved in starts or the turn changes. You can return to the design screen after the battle and it will be exactly at the point where you left it.

Once built, ships cannot be upgraded to a newer design.
