Blue Shield Blue Cross of North Carolina had a strong showing in the 2020 Best Health Insurance Survey with an overall ranking of 2nd place as well as 2nd place for easy of use of website and mobile apps. BCBS of NC, also ranked high, 3rd place, for claims, price and customer service. Nearly all surveyed policyholders said they would renew with BCBS of North Carolina, 96% and 82% said they would recommend the company to others.

The parent company of BCBS North Carolina (Hospital Care Association) started in 1933 with one of the founders being the dean Duke University School of Medicine. Prepaid hospital care was offered to families for as little as 2 cents a day. After 35 years of competition, the HCA consolidate with another hospital savings company in 1968 and in 1973 changed its name to BCBS of North Carolina (BCBSNC). It serves nearly 4 million North Carolinians. Since 2015 BCBSNC has offered an online cost transparency tool that allows users to compare the cost for more than 1,200 medical procedures.

"Their website is essentially useless with inaccurate and incomplete information regarding both in-network and out-of-network providers. No live person on the phone is able to provide any cost information, including estimates. Using the personalized webpage is as useless since cost information is also inaccurate, incomplete and if available at all it is only an estimate and a bad one at that. The premium costs are insane and the only way this insurer is interested in their customers is finding ways to shove wellness programs down their throats in the hope that paying customers will not have to use their insurance in the first place. This insurer is short-sighted about the reality that nearly every single person will enter the healthcare system at some point in their life regardless of how many wellness programs the insurer wants to promote. Moreover, this insurer has remained essentially slient during both the past and current administrations with no guidance or assistance to their subscribers regarding the benefits and disadvantages of both the Affordable Care Act and all replacement and repeal proposals. This insurer appears to only care about making their profits and how much increase to charge their subscribers each and every year."
