Health Care Service Corporation (HCSC) is an independent licensee of the Blue Cross and Blue Shield (BCBS) Association, who is the largest customer-owned health insurer in the United States. HCSC operates as BCBS plans in five states: Illinois, Montana, New Mexico, Oklahoma and Texas.  It is known as Blue Cross Blue Shield in these states: BCBS of Illinois, BCBS of Montana, BCBS of New Mexico, BCBS of Oklahoma and BCBS of Texas.
