2021 was again a difficult year for Europe, with a lingering pandemic and a challenging economic situation. Yet, cohesion policy adapted to better support Member States and regions in fighting COVID-19, preparing recovery and delivering on the green and digital transition. How did cohesion policy adapt and respond to these challenges and what does it bring concretely for citizens? Which specific actions have been taken against COVID-19, the economic crisis and climate change? To what extent and how did EU funds reduce disparities and contribute to economic, social and territorial cohesion, leaving no region and no one behind?

The 2021 Annual Activity Report (AAR) for the European Commission’s Directorate-General for Regional and Urban Policy brings together the answers and the role played by this Directorate-General in 2021. The AAR demonstrates the strengths of the policy, its flexibility to respond to new needs and challenges and the benefits of the interventions to people and businesses; but it also identifies challenges and actions where there is room for progress.

The AAR also provides a comprehensive picture on the functioning of the management and control systems of cohesion policy programmes. For 2021, reservations were made for 54 programmes, where corrective actions are needed to ensure that the EU budget is properly implemented. Despite that, the analysis suggests a steady decreasing trend of weaknesses and errors linked to cohesion policy expenditure.
