These guidelines apply to the closure of programmes under the Structural Funds (ERDF, ESF) and the Cohesion Fund implemented in accordance with the General Regulation for the 2007-2013 period.
Closure of programmes concerns the financial settlement of outstanding Union's budgetary commitments through payment of the final balance to the competent authority of each programme or recovery of sums unduly paid by the Commission to the Member State and/or decommitment of any final balance. It also concerns the period until which all the Commission's and Member States' rights and obligations remain valid in respect of assistance to operations. The closure of programmes does not prejudge the Commission's right to impose
financial corrections.
