This study should identify how opportunities for simplification have been taken up and quantify in monetary terms the scope for the reduction of administrative burden on beneficiaries and of administrative costs for Member States resulting from legislative changes. It should also look at additional national or regional rules which go beyond what is strictly required by Union legislation. Finally, the study should provide conclusions on strengths and weaknesses with regard to the application of the new provisions on simplification and reduction of administrative burden and cost and provide lessons learned in view of the preparation of the next funding period (post 2020).

The study should be finalised in September 2016.
